Background to the Establishment of Sage

On 25th July 2024 Sage Advocacy marked the 10th anniversary of its establishment and our second Statement of Strategy builds on the pioneering work of all those who helped to develop our organisation and its services.

Sage – Support & Advocacy Service for Older People was formally established on 24th June 2014 through a Memorandum of Agreement (MoA) between the HSE, The Atlantic Philanthropies and Third Age.  The Atlantic Philanthropies agreed to part-fund Sage Advocacy with the HSE until 2018 with the HSE providing full funding thereafter. Sage Advocacy Clg was established in September 2017 and on 1st March 2018 it assumed full responsibility for the governance and future development of the service. On 1st July 2018 the patient advocacy services, previously provided by Patient Focus, moved to Sage Advocacy, which now described itself as a support and advocacy service for vulnerable adults, older people and healthcare patients. 

The MoA establishing Sage stated that the scope of the service was “The development and provision of an independent and impartial support and advocacy service for older people in all care settings – home, nursing home, hospital, hostel and hospice – and in the process of transition between them”.  The key elements of the approach to developing the service were stated as: 

The establishment of Sage came nine years after an historic RTE television documentary in May 2005 which exposed the treatment of residents in Leas Cross Nursing home.  Part of the HSE response to this event was to work with older people’s organisations, and others, to develop a volunteer based advocacy service for nursing homes from 2007 onwards.  Following a review in 2011 it was recommended that this service should be developed independently of the HSE and it was in this context that governance responsibility transferred to Third Age following a call for expressions of interest across the sector and it having been having established that there was no other appropriate statutory agency in a position to take responsibility at that time.
